To amend the Federal Crop Insurance Act to permit producers greater discretion in deciding to purchase catastrophic risk protection and to amend the Agricultural Act of 1949 to clarify the prevented planting rule for the calculation of crop acreage bases.

Amends the Federal Crop Insurance Act to permit a producer who declines catastrophic risk protection to maintain price support and other agricultural program eligibility if such producer agrees in writing to waive emergency crop loss assistance eligibility.

Amends the Agricultural Act of 1949 to limit substitute acreage to the amount of failed acreage in determining crop acreage bases in prevented planting circumstances.
