To establish the Cache La Poudre River National Water Heritage Area in the State of Colorado, and for other purposes.
Cache La Poudre River National Water Heritage Area Act - Establishes the Cache La Poudre River National Water Heritage Area in Colorado.
Creates the Cache La Poudre River National Water Heritage Area Commission. Directs the Commission to collaborate with Federal, State, and local officials on developing a plan for the Area. Conditions any modification of plans on the Commission's providing proper notice to any Federal or State agency, or political subdivision of a State, which may be affected by the changes.
Directs the Commission to submit a Water Heritage Area Interpretation and Management Plan to the Secretary and the Governor not later than two years after the Commission's first meeting. Instructs the Commission to consult with appropriate government agencies when developing the plan. Provides for necessary procedures if the Secretary disapproves the plan. Authorizes the Commission to assist government agencies in restoring structures or sites in the Area.
Provides for the termination of the Commission within five years after the date of the Secretary's approval of the Plan.
Directs the Secretary to review the plan. Authorizes the Secretary to acquire land within the Area. Directs the Secretary to provide the Commission with two employees of the Department of the Interior during each year of the Commission's existence.
Instructs any Federal entity conducting activity which affects the Cache La Poudre River to consult with and cooperate with the Commission.
Directs the Commission and the Secretary to emphasize voluntary cooperation in carrying out this Act to the extent it is possible. Prohibits the imposition of any environmental, occupational, or safety rule which differs from the previously established applicable rules in the Area. Forbids the Secretary or the Commission from intervening in an administrative or judicial proceeding concerning the application or enforcement of a regulatory authority of a Federal or State agency or a political subdivision of the State. Maintains the rights of a Federal or State agency or a political subdivision of the State to exercise civil or criminal jurisdiction over the Area, as well as to tax persons, corporations, or property.
Authorizes appropriations.
