Concerning the Fourth World Conference on Women in Beijing.

Prohibits the expenditure of funds for travel by U.S. officials or delegates to the Fourth World Conference on Women, to be held in Beijing, August and September 1995, unless the Secretary of State certifies to the Congress that: (1) the process of accrediting nongovernmental organizations for the Conference was conducted fairly by China; (2) assurances have been received that it will respect the internationally recognized human rights of the delegates to the Conference and representatives of the organizations; and (3) Harry Wu has been released unharmed and allowed to return to the United States.

Expresses the sense of the Congress that: (1) the Conference should promote an authentic women's perspective on issues of equality, peace, and development; and (2) if the United States sends a delegation to the Conference, it should promote certain women's rights.
