To provide flexibility to States in the administration of the food stamp program, consolidation of the commodity distribution programs, and for other purposes.

Food Stamp Flexibility and Commodity Distribution Consolidation Act of 1995 - Title I: Food Stamp Program - Subtitle A: State Flexibility - Amends the Food Stamp Act of 1977 (Act) to establish a maximum 24-month food stamp program (program) authorization period.
(Sec. 103) Requires cooperation with child support agencies in order to maintain program eligibility.
(Sec. 105) Authorizes an optional combined program allotment.
(Sec. 106) Revises: (1) food stamp office operating provisions; and (2) expedited coupon service requirements.
(Sec. 107) Eliminates certain certification personnel training requirements.
(Sec. 109) Permits States to use income and eligibility verification systems other than a specified Social Security Act system.
(Sec. 110) Directs program overissuances to be collected by: (1) allotment reduction; (2) unemployment compensation recovery; or (3) Federal pay or income tax refund recovery.
Subtitle B: Vitamins and Minerals - Amends the Act to permit program participants to buy vitamin and mineral supplements with food stamps.
Subtitle C: Technical Amendments - Amends the Act to revise: (1) household income provisions; and (2) Indian reservation program provisions.
Subtitle D: Authorization - Amends the Act to authorize appropriations for: (1) program operations; (2) Puerto Rico block grants; and (3) nutrition assistance for American Samoa.
Title II: Community Distribution - Subtitle A: Emergency Food Assistance Program - Amends the Emergency Food Assistance Act of 1983 to authorize appropriations for: (1) the emergency food assistance program; and (2) purchase and delivery of agricultural commodities.
Subtitle B: Commodity Supplemental Food Program - Amends the Agriculture and Consumer Protection Act of 1973 to authorize appropriations for the commodity supplemental food program.
