Amends the Federal Home Loan Bank Act to repeal its definition of the term "State."
Directs the Federal Housing Finance Board to appoint additional elective directors to the boards of directors for the Federal home loan banks whose districts include Guam and the Virgin Islands in order to represent members in those locations.
