Directs the Administrator of the Environmental Protection Agency to: (1) delay for one year any remedial action or design for the Burn Pit Superfund Site located at New Hanover County Airport, North Carolina; (2) test the site to determine the amount of contamination; and (3) at the end of the year, determine whether the level of contamination at the Site is acceptable.
Provides that if the contamination level is acceptable, the Administrator may not implement any further remedial action or design for the Site and the potentially responsible parties shall have no further liability for the Site under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980.
