Amends the Communications Act of 1934 to require the Federal Communications Commission (FCC) to initiate a rulemaking proceeding for the purpose of lowering entry market barriers for small business, businesses owned by minorities and women, and nonprofit entities that are seeking to provide telecommunication and information services. Requires the proceeding to seek to provide remedies for lack of access to capital and technical and marketing expertise on the part of such businesses and entities. Directs the FCC to: (1) adopt appropriate regulations and make appropriate recommendations to the Congress; and (2) complete the proceeding within two years after the enactment of this Act.
