Directs the Secretary of the Treasury to pay a specified sum to a named individual in full satisfaction of all claims against the United States arising out of any allegation made against the Tennessee Valley Authority, with respect to the administration of any program for the insulation of houses, while employed with the Tennessee Valley Authority from 1977 to 1980.
