Repeals provisions of Federal law authorizing appropriations to the Postal Service Fund (Fund) to insure a sound financial transition for the Postal Service and a consistent rate policy. Provides that liabilities of the former Post Office Department to the Employees' Compensation Fund shall be liabilities of the Postal Service payable out of the Fund.
