To provide for the continuation of certain commercial activities at the Red's Horse Ranch area of the Eagle Cap Wilderness, Wallowa and Whitman National Forests, Oregon.

Permits landing of aircraft to continue at Red's Horse Ranch in Eagle Cap Wilderness, Oregon, subject to such restrictions as the Secretary of Agriculture deems desirable.

Allows commercial services at the Ranch to the extent necessary for activities which are proper for realizing the recreational or other wilderness purposes of the Eagle Cap Wilderness under the Wilderness Act.
