Regulatory Efficiency Act - Prohibits a covered regulation from taking effect unless it is published in final form within 18 months after the date of publication of a general notice of proposed rulemaking for the regulation.
Defines "covered regulation" as the whole or a part of an agency statement of general or particular applicability and future effect designed to implement, interpret, or prescribe law or policy, other than such a statement to carry out an agency's routine administrative function.
