IDA Authorization Act of 1995 - Title I: International Development Association - Amends the International Development Association Act to authorize appropriations for the U.S. contribution to the tenth replenishment of the International Development Association.
Title II: Asian Development Bank - Amends the Asian Development Bank Act to authorize the U.S. Governor of the Asian Development Bank to subscribe to an increase in the authorized capital stock of the Bank.
