Prohibits the Administrator of the Environmental Protection Agency, for one year, from taking an enforcement action against a State with respect to areas classified as Marginal or Moderate ozone nonattainment areas under the Clean Air Act, including such an area that is located in the ozone transport region.
Prohibits, during such period, specified adverse actions against States by the Administrator or the Administrator of the Federal Highway Administration with respect to failures of enhanced vehicle inspection and maintenance programs in Serious ozone nonattainment areas.
