To direct the Administrator of the Small Business Administration to establish a regional office in a community in the United States located not more than 10 miles from the border between the United States and Mexico.

Directs the Administrator of the Small Business Administration (SBA) to establish an SBA regional office in a U.S. community located: (1) not more than ten miles from the Mexican border; and (2) as close as practicable to the point halfway between San Diego, California, and Brownsville, Texas.
