To amend the Internal Revenue Code of 1986 to permit the use of certain agricultural byproducts in wine production.

Amends the Internal Revenue Code to permit the use of other agricultural products and residues in wine production, as determined by the Secretary of the Treasury. Disallows the use of wine spirits derived from other than standard wines to fortify a natural wine.
