To authorize the President to transfer 28 F-16 aircraft and associated spare parts and support equipment to Pakistan pursuant to agreements between the United States and Pakistan.

Authorizes the President, notwithstanding a provision of the Foreign Assistance Act of 1961 that prohibits assistance to Pakistan until the President certifies that Pakistan does not possess a nuclear device, to transfer 28 F-16 aircraft and associated spare parts and support equipment to Pakistan pursuant to agreements between the United States and Pakistan entered into before this Act's enactment date.
