DNA Identification Grants Improvement Act of 1995 - Revises the amounts authorized under the Violent Crime Control and Law Enforcement Act of 1994 for FY 1996 through 2000 for DNA identification grants (under the Omnibus Crime Control and Safe Streets Act) and with respect to the advisory board on DNA quality assurance and proficiency testing standards, the establishment of an index to facilitate law enforcement exchange of DNA identification information, and Federal Bureau of Investigation DNA proficiency testing requirements and privacy protection standards.
