Professional Boxing Safety Act of 1995 - Requires professional boxers to wear headgear that meets standards established by the International Olympic Committee during all professional boxing matches.
Authorizes the Attorney General to impose a civil monetary penalty (of up to $1 million per violation) against any State boxing authority determined to have allowed a boxer to participate in a professional boxing match without such headgear.
