To improve the enforcement of child support obligations in both intrastate and interstate cases by requiring the imposition and execution of liens against the property of persons who owe overdue support.

Amends part A (Aid to Families With Dependent Children) (AFDC) of title IV of the Social Security Act to require State procedures under which liens arise by operation of law and are imposed and executed against real and personal property for amounts of overdue child support owed by an absent parent who resides or owns property in the State.

Requires State agencies to accord full faith and credit to such liens arising in other States.
