Summary

Prohibits the Secretary of Transportation from approving certain highway-related projects in any State which has a maximum speed limit on any highway within its jurisdiction located: (1) inside an urbanized area of 50,000 or more in excess of 55 miles per hour (MPH); or (2) outside an urbanized area of 50,000 or more in excess of 65 MPH.
