Constitutional Amendment - Prohibits outlays for any fiscal year (except those for repayment of debt principal) from exceeding receipts (except those derived from borrowing) for that fiscal year.
Directs the President to submit a balanced budget to the Congress.
Requires the Congress, whenever actual outlays exceed actual receipts for any fiscal year, to provide by law for the repayment of the excess in the ensuing fiscal year. Requires a sequestration of all outlays to eliminate a budget deficit within 15 days after Congress adjourns, if the Congress fails to provide by law for repayment.
Waives these provisions for any fiscal year only if the Congress so provides by law by a majority roll call vote of each House. Subjects such waiver to presidential veto.
