Expresses congressional disapproval of specified rules submitted by the Federal Energy Regulatory Commission regarding: (1) the promotion of wholesale competition through open access nondiscriminatory transmission services by public utilities; and (2) recovery of stranded costs by public utilities and transmitting utilities. Declares that such rules shall have no force or effect.
