Expresses the sense of the Congress that: (1) Lithuania, Latvia, and Estonia have the right to self-determination which extends to the conduct of their foreign policy regarding membership in the North Atlantic Treaty Organization; (2) development of the Kaliningrad region as a free trade zone will help ensure the freedom and future prosperity and stability of the Baltic region; and (3) continued military reductions in and environmental restoration of such region will greatly facilitate its economic development and prosperity.
