Providing that George Washington's "Farewell Address" shall be read at the beginning of each Congress.

Requires that George Washington's "Farewell Address" be read aloud on the first day of the first regular session of each Congress in the Senate and in the House of Representatives by a Member designated by the Senate majority leader or the Speaker of the House, respectively.
