Commends the Governments of Hungary and Romania for reaching agreement on the Treaty of Understanding, Cooperation, and Good Neighborliness signed on September 16, 1996, and for their efforts to foster improved relations in all fields.
Calls upon the President to support the implementation of the provisions of the Treaty and to promote the efforts of Romania and Hungary for regional cooperation as the best means of bringing these two countries into the North Atlantic Treaty Organization and to ensure lasting security in the region.
