Approves certain regulations relating to Federal labor-management relations insofar as they apply to covered employees under the Congressional Accountability Act of 1995 (other than employees of the House of Representatives or the Senate).
Requires the Board of Directors of the Office of Compliance to adopt regulations to implement the requirement that the Board refer to a hearing officer any matter relating to employee petitions under such provisions.
