Condemns the human rights abuses of the Government of Sudan and calls upon such Government to cease such abuses.
Deplores the internecine fighting among factions of the Sudan People's Liberation Army.
Urges such Government and factions to grant immediate and full access to areas of needy people in Sudan to humanitarian relief organizations.
Calls upon the President to: (1) expand relief operations to Sudan; (2) increase the amount and expedite delivery of financial assistance to non-governmental organizations that supply emergency aid to southern Sudan; (3) urge the United Nations (UN) to take specified steps; (4) appoint a U.S. Special Negotiator; and (5) take action in the international community to put pressure on any party in Sudan that obstructs the delivery of humanitarian assistance.
