Declares that model mental health and substance abuse services related to prevention, diagnosis, treatment, rehabilitation of mental illnesses and substance abuse disorders, and the promotion of mental health should be considered in determining mental health and substance abuse services to be included as part of any benefits package contained in any comprehensive health care or health insurance reform bill passed by the Congress.
Requires the Secretary of Health and Human Services to establish a Commission, under the auspices of the Substance Abuse and Mental Health Services Administration, to study and report to appropriate congressional committees on further recommendations.
