Reduces the compensation and other emoluments attached to the office of Secretary of the Treasury to those in effect January 1, 1989.
Provides for expedited disposition of any civil action brought before the U.S. District Court for the District of Columbia or any appeal thereof to the Supreme Court to contest the constitutionality of the Secretary's appointment or continuance in office.
