Aviation Industry Revitalization Act of 1993 - Amends the Airport Noise and Capacity Act of 1990 to authorize the Secretary of Transportation to guarantee loans to eligible air carriers to finance their acquisition of new aircraft.
Establishes the New Aircraft Guarantee Program Fund consisting of subsidy fees, annual administrative fees, and surcharges paid by the air carriers.
Authorizes appropriations.
