Terminates certain economic sanctions against Vietnam. Terminates the prohibition on the export and reexport of U.S. commodities and technical data to, and the import of certain goods from, such country.
Requires the Secretary of Commerce to prescribe regulations imposing less restrictive export controls on such items to Vietnam, but no more restrictive than the controls for such items with respect to China.
