Amends title XVIII (Medicare) of the Social Security Act to revise procedures under Medicare part B (Supplementary Medical Insurance) with regard to extra-billing limits, with changes including imposition of sanctions against physicians who fail to refund charges collected in excess of the applicable limiting charge.
Requires the Secretary of Health and Human Services' report to the Congress monitoring charges for physician services to include the extent to which actual charges exceed limiting charges.
Directs the Secretary to appoint a Medicare Beneficiary Advisory Council to discuss proposed regulations, carrier manual instructions, and other issues with an impact on Medicare services.
