Payments In Lieu of Taxes Act - Increases Federal payments in lieu of taxes (PILT) to local governments for entitlement lands and adjusts such payments for inflation. Prohibits a unit of general local government from receiving a PILT payment for land for which payment may be received if the land was owned by a State or unit of local government and was exempt from real estate taxes, except that a unit of local government may receive a PILT payment for: (1) certain land acquired from private parties; (2) land acquired by a State through an exchange with the United States if the land was entitlement land; and (3) certain land in Utah.
