A bill to amend the Federal Water Pollution Control Act to provide for additional certification requirements for certain licenses and permits, and for other purposes.

Amends the Federal Water Pollution Control Act to require applicants for Federal permits (for potential discharges into navigable waters) to provide a certification from the State in which the discharge originates that activities will comply with applicable State water quality standards and allow for protection, achievement, and maintenance of designated uses included in such standards.
