Directs the Secretary of the Interior to convey certain lands located in Cameron Parish, Louisiana, to the West Cameron Port Commission for use as a public port facility or for other public purposes, subject to reversion to the United States if such lands cease to be operated for such purposes, retention of the Calcasieu Pass Radio Beacon Site for the Coast Guard, retention of a U.S. permit for installation and maintenance of a tide gauge and height restrictions for a radio tower, and a reservation of minerals. Authorizes the Secretary to negotiate and enter into leases for all or part of the Letterman-LAIR complex at the Presidio of San Francisco to be used for scientific, research, or educational purposes. Requires the Secretary to use the proceeds from such lease for five years after the enactment of this Act for the preservation, restoration, operation, maintenance, improvement, repair, and related expenses incurred with respect to Presidio properties.
