A bill to provide for a program for the diversification of the activities of certain Federal laboratories.

Requires the Secretary of Defense to establish the Federal Defense Laboratory Diversification Program.

Directs the Program to undertake cooperation between Defense laboratories and private industry to promote the development and application of dual-use manufacturing technologies to improve quality and efficiency in the manufacture of both civilian and defense-oriented products and technologies.
