Permits within Glacier Bay National Park in Alaska: (1) subsistence fishing and gathering by local residents; and (2) commercial fishing as practiced between 1980 and 1981 within the nonwilderness marine waters of such Park.
Directs the Secretary of the Interior to develop, notify specified congressional committees of completion of, and promulgate regulations for enforcing a plan to determine to what extent commercial fishing in such nonwilderness marine waters of the Park should be permitted. Limits the annual average commercial fishing effort in such waters in a specified area. Allows the Secretary to further restrict such commercial fishing when necessary. Authorizes appropriations.
