A bill to require the approval and implementation by the Secretary of Commerce of a rule to provide a moratorium for a temporary period on the entry of new vessels into certain groundfish, crab, and halibut fisheries in the North Pacific.
North Pacific Vessels Entry Moratorium Act of 1994 - Directs the Secretary of Commerce to approve and implement the proposed rule (published June 3, 1994) to establish a moratorium for a temporary period on the entry of new vessels into certain groundfish, crab, and halibut fisheries in the North Pacific and Bering Sea.
Requires such moratorium to remain in effect until December 31, 1997, or until the Secretary approves an amendment to the moratorium prepared by the North Pacific Fishery Management Council, whichever is earlier.
