Amends Federal law pertaining to the Federal civil service (Hatch Act) to repeal the prohibition against oral or written recommendations by Members of Congress on behalf of job applicants.
Requires such recommendations to: (1) be based on personal knowledge or applicant records; and (2) consist of an evaluation of work performance, ability, aptitude, or general qualifications, as well as of character, loyalty, or suitability.
