Amends the Elwha River Ecosystem and Fisheries Restoration Act to remove requirements that Act funds appropriated to the Secretary of the Interior be spent through the Assistant Secretary of the Interior for Fish, Wildlife, and Parks and Act funds appropriated to the Secretary of Commerce be spent through the National Marine Fisheries Service.
