Farmers' Risk Management Act of 1994 - Amends the Agricultural Adjustment Act of 1938 to revise the Federal crop insurance program.
Authorizes program operating appropriations for the Commodity Credit Corporation.
Authorizes the Secretary of Agriculture to establish within the Department of Agriculture the Advisory Committee for Federal Crop Insurance.
Establishes a noninsured assistance program.
