Farmers Home Administration Improvement Act of 1994 - Amends the Consolidated Farm and Rural Development Act to authorize the Secretary of Agriculture to use the Attorney General, the General Counsel of the Department of Agriculture, or a private attorney to collect delinquent Farmers Home Administration loans.
