Chapter II: Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies - Rescinds funds made available to the Department of Commerce for the International Trade Administration, export administration, the Minority Business Development Agency, the National Telecommunications and Information Administration, and the Economic Development Administration.

Rescinds funds made available to the Department of State for the Administration of Foreign Affairs.

Rescinds funds made available to the Courts of Appeals, District Courts, and other judicial services.

Rescinds funds made available to the Board for International Broadcasting, the Small Business Administration, the State Justice Institute, and the United States Information Agency.

Chapter III: Department of Defense - Rescinds funds made available to the Department of Defense for procurement and research, development, test and evaluation.

Chapter IV: Energy and Water Development - Rescinds funds made available to: (1) the Department of the Army for the Civil Corps of of Engineers; (2) the Bureau of Reclamation of the Department of the Interior; (3) the Department of Energy; and (4) the Nuclear Regulatory Commission.

Chapter V: Foreign Operations, Export Financing, and Related Programs - Rescinds certain funds appropriated to the President for multilateral economic assistance, bilateral economic assistance, international security assistance, and military assistance.

Chapter VI: Department of the Interior and Related Agencies - Rescinds funds made available to the Department of the Interior for the U.S. Fish and Wildlife Service and the Department of the Treasury for Biomass Energy Development.

Chapter VII: Departments of Labor, Health and Human Services, and Education, and Related Agencies - Rescinds funds appropriated to the Department of Labor, the Department of Health and Human Services, and the Department of Education for salaries and expenses and administrative costs.
