A bill to require the Secretary of the Interior and the Secretary of Agriculture to charge fair market value for permits issued on public lands and National Forests for communication uses, and for other purposes.

Terminates any permit, lease, or authorization for the use of any area of the public lands or National Forests for communication purposes such as radio and television broadcast, mobile radio, cellular telephone, or microwave relay facilities unless by October 1 of each year the holder of such permit, lease, or authorization pays to the Secretary of the Interior or Agriculture its fair market value.
