Essential Medicare Amendments of 1993 - Amends title XVIII (Medicare) of the Social Security Act (SSA) with respect to: (1) essential access community hospitals; (2) durable medical equipment; (3) standards for Medicare supplemental insurance policies; (4) expansion and revision of Medicare select policies; (5) psychology services in hospitals; and (6) reimbursement for clinical social worker services under Medicare. Authorizes appropriations.
Amends the Omnibus Budget Reconciliation Act of 1987 to reauthorize and extend the rural transition grant program.
Amends SSA title XI to modify anti-kickback provisions.
Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) and the Congressional Budget Act of 1974 with respect to adjustments to discretionary spending limits.
Addresses payment for anesthesia services furnished directly or concurrently to patients in providers.
