Provides that funds authorized to be appropriated under the Foreign Assistance Act of 1961 or the Support for East European Democracy (SEED) Act of 1989 shall remain available for obligation and expenditure not more than 36 months after the close of the fiscal year in which they are appropriated.
Authorizes the President to waive such limitation if in the national interest.
