A bill to repeal the Helium Act, to require the Secretary of the Interior to sell Federal real and personal property held in connection with activities carried out under the Helium Act, and for other purposes.

Repeals the Helium Act (an Act concerned mainly with the extraction and recovery of helium for national defense purposes).

Directs the Secretary of the Interior to sell or otherwise dispose of: (1) all facilities, equipment, and real or personal property held for activities under such Act; and (2) all helium reserves held by the United States other than those required for specific immediate needs. Requires sale proceeds to be used solely to reduce outstanding Federal debt.
