A bill to amend the Agriculture Act of 1949 to require the Secretary of Agriculture to make prevented planting disaster payments for wheat, feed grains, upland cotton, and rice under certain circumstances, and for other purposes.

Amends the Agricultural Act of 1949 with regard to disaster payments for producers of wheat, feed grains, upland cotton, and rice to: (1) make prevented planting assistance available independent from crop insurance coverage; and (2) provide reduced yield disaster payments for any crop whose loss has created an economic emergency.
