A bill to provide for judicial review of Nuclear Regulatory Commission decisions on petitions for enforcement actions, and for other purposes.
Nuclear Enforcement Accountability Act of 1994 - Amends the Atomic Energy Act of 1954 to permit any person to petition the Nuclear Regulatory Commission to institute an enforcement proceeding. Subjects to judicial review any Commission decision in response to such request.
Authorizes a court of appeals to award damages and single or double costs to the appellee if it determines that an appeal is frivolous.
