A bill to provide resources for child-centered activities conducted, where possible, in public school facilities.
Expresses the sense of the Congress that increased resources should be invested in public-private partnerships between government and community-based organizations to: (1) empower distressed and disconnected communities to develop their own resources and abilities to meet the needs of children; and (2) forge innovative solutions to challenges confronting children's development in such communities.
